Pursuant to the Department of Health (DOH) Department Circular (DC) No. 2021-0101, the Memorandum from the Executive Secretary dated 27 March 2021, and the Inter-agency Task Force for the Management of Emerging and Infectious Disease (IATF) Resolutions No. 106 and 106-A, Student Clerks and Interns Ongoing Duty in Hospitals, and Personnel and Staff of Higher Education Institution (HEI) Clinics and Hospitals are considered part of the Sub-priority Groups A1.1, A1.2, A1.4, or A1.6 respectively. Sub-priority Group A1.6 includes stand-alone facilities, clinics, and diagnostic centers, and other facilities otherwise not specified (e.g. clinics, dialysis centers, dental clinics, and COVID-19 laboratories), dealing with COVID-19 cases, contacts, and specimens for research purposes, screening and case management coordinated through their respective local government units (LGUs).

In view of these, and as discussed during the Commission on Higher Education (CHED) and Department of Health (DOH) Orientation and Meeting with HEIs on the same, held 30 March 2021 via Zoom, all HEIs are to coordinate for masterlisting and vaccination of their student clerks and interns with the hospitals where they are rendering ongoing duty. Further, HEIs shall coordinate with respective LGUs for masterlisting for vaccination of their clinic and hospital personnel and staff, including health care workers in stand-alone facilities, non-health facilities or those conducting private practice as indicated in Priority Group A1.6. The CHED Regional Offices (CHEDROs) shall ensure that all concerned HEIs in their jurisdictions have coordinated with respective hospitals and LGUs for the said masterlisting for vaccination of student clerks and interns, and personnel and staff of HEI clinics and hospitals respectively. Further, the CHEDROs are requested to provide a report on the number of students, personnel, and staff of the concerned HEIs to be inoculated, for submission to the office of the undersigned through email address executivedirector@ched.gov.ph.
