The Commission on Higher Education (CHED) is set to award up to PhP1.5-Million to scholars with promising and high-quality journals that will qualify under the Journal Incentive Program (JIP).
CHED recently released the guidelines for JIP, encouraging universities, colleges, scientific and other scholarly organizations with research journals to apply to the said program.
Through this initiative, the Commission aims to promote and enhance the research productivity of Higher Education Institutions (HEIs) and produce high-quality journals. CHED also intends to pursue research integrity and honesty, and make sure that local journals adhere to international standards.
The Commission pointed out that in 2015, only 28 out of 777 (3.6%) Philippine scientific and scholarly journals were able to make it into the prestigious international collections of journals of Thompson Reuters’ Web of Science (WoS) and Elsevier’s Scopus which proves that the country is far behind in science publishing compared to its Asian neighbors and the rest of the world. CHED believes that the inclusion of scholarly and scientific writings in these collections is not just a mark of achievement but is also a factor in considering in terms of tenure, promotion and other scholarly recognitions.
There are two categories under JIP: 1) the Journal Challenge (JC) which caters to journals indexed or included in the WoS core collection of Thompson Reuters or/and the database of Elsevier’s Scopus and 2) Journal Incubator (JI) which support promising journals towards the path to meet the minimum generally accepted standards to be included in Scopus/WoS database.
Scholars with journals qualified under JC will receive PhP500,000 cash award yearly for 3 years, while those who will qualify for JI will get PhP400,000 cash award for the same period.
Submission of applications for the CHED-JIP has been extended until January 31, 2017. Results will be released on February 28, 2017.
