The Commission on Higher Education (CHED), through a P10M grant to the Central Luzon State University (CLSU), will provide continuing education for drug dependents in the Mega Drug Abuse Treatment and Rehabilitation Center (Mega DATRC) in Fort Magsaysay, Nueva Ecija starting 2018.

The Mega DATRC, constructed in July 2016 in a 75,000-hectare land in Nueva Ecija can house up 10,000 patients dealing with their recovery from controlled substances. It is the biggest facility built under the Duterte administration to rehabilitate drug dependents.

Under this project, CLSU will implement continuing education and training programs for drug dependents in the facility in order that they can complete their education or learn skills to help them become productive citizens when they go back to the community.

CLSU will develop short instructional modules using different modalities of instruction such as mixed online and face-to-face instruction. Drug dependents can join the program after they complete the health intervention program run by the Department of Health.

The project also intends to develop an area in the compound suitable for agriculture, fisheries, and other livelihood course trainings. An agriculture and fisheries start-up kit will be given to drug dependents to start their livelihoodupon completion of their program.

These short-term courses will run parallel to and shall complement courses conducted by TESDA in the facility. Certificates of Completion for the continuing education program will be awarded by CLSU to successful trainees.

The continuing education program is the latest initiative of CHED to support President Duterte’s anti-drug campaign. CHED recently launched the College Education Behind Bars (CEBB) program together with the University of Southeastern Philippines (USeP), Bureau of Jail Management and Penology (BJMP) and the Social Entrepreneurship, Technology, and Business Institute (SETBI) in Ma-a City Jail in Davao City to support inmates who want to continue their education while in detention.

The CHED project at the Mega DATRC will be replicated in other state universities and colleges (SUCs) in areas where mega drug rehabilitation facilities will be constructed in the future.
